12month old seeming tired all the time

My 12 months old has for around the last 3 weeks been acting tired during the day. He also has been getting up early (between 4.30-5.10am everyday). He still has 2 naps a day. He isn't wanting to sleep more it seems he just seems so tired, lying his head on the floor, wanting to cuddle into me and making his tired noises etc. he is still playing etc, slightly less than usual but not much. He's eating fine and transferred to cows milk on his first birthday last week and has 2 bottles of that a day.
He sleeps ok but he is a very restless baby sleeper, rolling, tossing and turning etc a lot in the night. When we are out and about people say "oh heck looks ready for a sleep" but he's usual not long woke up and rarely actually does fall asleep.
I just wondered if this was something others had experienced and if it's something developmental!

Has he been sick recently or could he have aa lingering sickness now? It could very well be post-viral fatigue. Not all illnesses manifest with obvious symptoms. I'd keep monitoring as no, I dont think this is a developmental phase.

There is a big developmental leap around 12 months so it may be a change he’s going through, disrupting his sleep and perhaps making him more attached to you. He may also be teething and that may mean he sleeps less well than normal. I’d keep an eye on it and check when he is awake is he happy and playing or tired out too soon.

Iron deficiency? Does he look pale? Dark circles?

I'd make sure he's getting plenty of iron rich food. 2 bottles of cows milk today seems a lot, is it under the 500ml maximum recommended? They don't actually need to drink cows milk if they're getting dairy in their diet. Cows milk inhibits iron absorption.
