My daughter is 7 years old and refuses to use the toilet, she will only wee on a puppy bad and poo in a nappy, she can hold her wee for a very long time I've tried everything, been to the doctors about it which weren't very helpful, I just don't know what to do to get past it.

Has she been evaluated by a child psychologist? This is not normal. Depending on the size of your home I’d consider a temporary squat toilet.

How does she manage at school? Does she have sensory needs or would she benefit from a sensory assessment from a specialist OT? Not all are qualified in this area.
The pooing in a nappy or pull up is reasonably common for those with sensory needs or late toileting but the puppy pad issue less so. Did this arise from watching a puppy?
She may dislike the sensation of sitting on the toilet or be wary of the splash! You can get comfy padded inset seats. Will she sit on the toilet for any amount of time with a book, toy or blowing bubbles? ( constipation aid)
Look for Poo goes to Poo Land on You Tube this might help. Search for toileting strategies for children with SPD.
You may need some professional support and intervention depending upon the underlying causes. Maybe try a different Dr and ask for a referral ( OT, Paediatrician, Psychologist)
