Rash on toddler

Looking for some opinions please.
Had originally thought this was a viral rash.
It's only on his chest, stomach and back (3 year old)
It appeared two days ago, completely normal in himself, just has a tiny sniffle which is hardly noticeable.
Am I safe to say it's viral?

I assume it blanches under a glass? It looks a bit rough, is it like sandpaper? If so I'd be more thinking scarlet fever, but if not I'd say viral rash.

Did the glass test and looks ok (rash disappeared under the glass)
It's very bumpy feeling but I wouldn't say rough.
