Puberty in boys, what's normal?

I have an 11 year old and a 12 year old. 12 year old shows no signs of puberty but 11 year old is starting to get hairs. 12 year old is around 5ft 3in tall and 11 year old is around 4ft 11in tall. Are both within the normal range? 12 year old's paediatrician has been asking about signs of puberty since he was 9 but she discharged him about a year ago so i don't know if it's still normal not to have started yet.

I have a 14 yo who is only just starting puberty - I’d say it’s totally normal. I think boys are generally later than girls, and my 11yo girl has only just begun.
