1 year old has developed red rash behind knees

My 13 months old DD has developed red rash behind her knees and it looks reddish pink. Saw the GP and they gave both hydrocortisone and clotrimazole cream but it hasn't cleared at all. It just looks more irritated. I think I wasn't too sure of how many days to use and I used it probably for 10 days.
Doctor says eczema but it's not responding to hydrocortisone. They have given a higher steroid cream but after applying it only looks worse and irritated. She's still crawling and feels like back of her knees don't get any time to breathe.
I am applying QV cream. I used to apply almond oil when she was very young and then she had no skin issues.
Looking for some opinions.

She's also got heat rash sorted of itchy rash in neck but it looks different than knees.

those places are common for eczema because of sweat. i would make sure they are washed every day and dried properly and then hypoallergenic moisturizer applied.

if it’s not eczema then i guess it’s fungal and would require a different cream

My adult DD has eczema and this got rid of a facial rash when creams from the Pharmacy then Dr didn’t. Really good reviews.

My DD had a nasty rash/ eczema when she was about 7/8 months old, tried loads of different creams, some would make it better for a day or two but kept coming back, so i tried aveeno baby dermexa before bedtime by next morning it drastically improved, within a week was gone completely and even though i don’t use it anymore it hasn’t come back, worked brilliantly xx
