Nutriprem Formula Liquid/Powder

My baby was born 8 weeks early and spent some time in NICU before coming home. Initially we breastfed but eventually had to transition to Cow & Gate Nutriprem 2 liquid formula.
After resolving a bout of reflux, baby boy was feeding well and gaining weight so GP & health visitor advised transitioning to powder alongside the liquid formula.
We’ve tried the powder multiple times over the last 2 weeks and every time, baby spits up large amounts, he’s incredibly gassy, blocked up for a few days and then has a huge smelly blowout, suffers from tummy soreness and is just generally very fussy and unsettled.
GP is happy for him to stay on the liquid only for now but I just wondered if anyone else has had similar and knew why their baby couldn’t tolerate the powder?
I’ve googled the ingredients and the liquid contains ingredients that are easier to digest and more like breast milk.
