My son was born with club foot on the right and also miss two toes, they say it’s possible Tibial hemimelia he’s meeting all of his milestones but I’m worried about if he will be able to walk or run, has anyone else seen this before or already gone through it. Any advise would be grateful

I used to do children's biomechanics and I've never seen a case. I would have thought that walking would be more than possible, I have seen similar things but running will be harder but don't count it out. There are wonderful things that can be done surgically and with the aid of orthopaedic devices and footwear.
I was born with severe hip deformities myself and you wouldn't know to look at me now in my 60s. I walk normally after surgeries. I'm not allowed to run though as I have hip replacements.
Be positive and encourage him to do as much as he can. I'm sure the surgeons will have a plan.
