Is this chicken pox or HFM or something else?

18 months old - they don’t seem to be bothering her but she is a bit miserable in herself. Any idea what they might be? Mostly around one foot and ankle, and on the back of the same thigh too. Nothing visible on her hands or in her mouth.

Doesn't look like hfm or chicken pox to me, more similar to a skin condition, maybe reactive dermatitis or similar?

Looks a bit like hives, has she brushed against anything in the garden?

We've just come through chicken pox, it was one or two random spots which multiplied every 12 hrs. HFM are redder and more like blisters
