Rash on my toddler

Does anyone know what this is? He has it in numerous places but is worse on his upper arm. He has had it for quite some time but is getting worse. I’ve heard different things from different doctors like dry skin or a virus etc. And have just been sent away or told to moisturise him which I already do. I will be making him another doctors appointment on Monday to try and resolve it.

Eczema maybe? My boy gets these rashes over his body and it's been confirmed as eczema by the gp, it's worse at the moment because it's exacerbated by the cold weather. We were prescribed hydrocortisone cream initially to get it under control and now we put E45 cream on him daily to manage it and prevent it from getting worse. Sorry no other advice from me as obviously I'm not a medical professional but I always think it's better to go to the doctors to be on the safe side. I've been almost weekly since the start of the year and mostly I get told whatever it is is normal but it just helps to alleviate my worries
