anyone know what this is?

my son 13 months had this little red mark turn up on his neck a couple weeks ago and then vanished
today he now got 2 on neck , 2 on 1 hand and 1 on the other ? i have no idea what why how or anything , anyone els ?

Looks like hand foot and mouth to me.

i didn’t think that appeared on neck?

DS has had hand foot and mouth at a similar age and it doesn’t look like what he had (and his spread quite rapidly!).

Is there something he could be pinching himself on?

I'd say it looks like he has caught his skin in something.
