3 year old eating habits

I have a 3yr old who has had an issue with his food for about 2 years now. He is very fussy and doesn't eat a substantial amount for his age (I think). Every time I've taken him to the doctor's they say it's just a phase! He refuses to eat any meat, cheese and I struggle to get diary products in him. He will go days where he will have a mouthful of food a day and that's it. One doctor weighed him just over a year ago and he had only gained 1kg since his 2 yr check up. He has recently been weighed again (8 months since the first time) and has only gained another kg! His 8 month old brother weighs 1kg less than he does.
I am really struggling to get anywhere with his food as he will happily go without eating for days. I have been advised by a doctor to allow him to eat anything even if that is chocolate just to get some calories in him. Unfortunately, I have had to give in to this habit as he wasn't gaining enough weight but even with allowing him to have what he wants, he still isn't eating much a day.
Does anyone have any advice in how I can get my son to eat more and a better balanced diet? I am worrying that this eating habit is going to cause long term affects. Any advice is welcome.
