Stubborn red/dry patch on baby’s neck

Hi all,
My baby has a stubborn patch of red/dry/itchy skin on his neck/under chin. It’s been there for a couple of months now.. have tried our usual miracle cream (this is the first thing it’s not worked on, Aveeno baby, Aveeno baby extra dry, nappy balm. Nothing helps and some make it worse. Went to doctors and they prescribed hydrocortisone which we’ve been applying for 3 weeks - helped slowly but now it’s back again and I don’t want to keep using steroid cream on his lovely baby skin!
We try to use mainly natural/organic products but at this point will use anything baby friendly to help his skin.

Does anyone have any recommendations?

Keep it dry. Baby dribble from teething and any milk dribble are huge exacerbators for neck rashes.

Could try Vaseline? Safe for babies - they use it on the Neonatal wards I'm told.
