Baby's gums swollen for weeks...but no teeth!

Does anyone else's baby's top teeth seem to take an absolute lifetime to cut through?! They have been so swollen for about 3 weeks but still not through. He's struggling with his bottles. The only one he has taken without a fuss is his bedtime one with nurofen 20 minutes before but I don't want to keep giving it to him all the time. We give him powder before bottles and then try him with gels and Anbesol to try and get him to take a bit more. Sometimes it works but most of the time it doesn't. Is there anything that's as good as nurofen that I can alternate? Calpol doesn't seem to really help 😔 these photos were around 2 weeks ago and they are much more swollen now!

It's just dragging on for an age! I just want some relief for my poor boy! And some easy feeds!
