Is hand flapping normal between 1-2 years of age?

If I google it it is an alarm so need to ask for personal experiences of you - parents..

My 14 month old started doing it recently, mainly when we drive him in stroller and his hands are free.
He does not do it when playing or occupied with something.

However, today when we were driving in stroller through the mall he was impressed with toys and items in the stores and he was flapping a lot. Then from time to time he does a little bit of arm twisting or fingers open closing, etc. He also does it when tired.
Then after waking up and leaving mall he was not doing it for hours, but occasionally he can do it.

He is really on milestones so when we raised this concern with our pediatrician last week she did not wanted to even talked about it, she just said "look at your kid, he is so interactive and interested in things around him with pointing, smiling and gesticulating so no worries".

Just curious how much of this is normal at 1 year of age?

Yes, perfectly normal and as a form of stimming, it would only be considered a concern alongside other things at an older stage.
