Fluid found near tendon - knee

So my daughter is 14 and has suffered with her knee 'locking' for years. It's extremely painful and always happens when the leg is bent. This can last hours. Lately A and E have assumed it was dislocating and have performed the reduction procedure which seems to have worked.

So she had MRI done a few years ago which showed Alta Patella and shallow groove.
She had another mRI a few weeks ago and consultant called yesterday to say the knee looked fine but there was fluid seen near tendon (at back of knee) which he said was unusual at this age.
He is going to speak to a more senior person and ask for an opinion and we'll get another appointment in a few weeks.

So I am just wondering what fluid here usually means and if it could be the cause of her knee locking.
