Eczema or teething rash?

Hi all, looking for some advice please. DD (6 months) has had a recurring skin irritation on her cheeks and chin for ages. I’ve tried emollients but it’s made no difference and the rash spread to her neck/got very sore and weepy.

GP said it was teething rash/possibly eczema and prescribed hydrocortisone 1% which clears it up but the irritation on her chin and cheeks comes back after a couple of days, even if I taper it off.

GP was quite blasé and said I could use the hydrocortisone on her face for up to 10 days but I’m a bit nervous to do this as it doesn’t seem to warrant it? However if I leave it it spreads under her neck quite quickly.
We were also given an anti fungal cream which did nothing. I don’t think it’s eczema as it isn’t itchy for her but I could be wrong.
Sometimes it is raised and bumpy but mostly the skin is smooth with red/chapped patches.
I know it doesn’t look too bad in the pics but it seems to spread like wildfire. Should I request to see a different GP? Thanks x
