This rash on 3 year old

Just seen this rash on my 3.5yr old. Does it look like petechiae?

It looks like your child has been sucking on his/her arm.

Looks like she's carried a heavy bag or something and burst some tiny blood vessels. If she is well it wouldn't worry me.
