Is this a heat rash ?

My 2 year old has this on both arms, he has had sun cream on today at nursery so don’t know if it could be an allergy or heat rash?

Yeah looks like a irritation from sweaty little arms with sun cream on. I'd wash it all off and give him some liquid piriton.
