Is this eczema or something else?

My DD is 2, she's suffered from eczema on and off since being about 1. In the last few weeks she's been having an issue with just 1 eye. At first it was really red under the eye. Took her to the docs who prescribed steroid. Used it once and the skin cracked so didn't use it again and just used moisturiser which cleared it. It happened again so again used the moisturiser and it cleared in a couple of days. In the meantime her legs had been bad to the point of waking her up in the night itching. Doctor gave us a new cream to try which has worked amazingly on her legs. I asked about possible allergies but the response I got was 'allergy to what?' Of course I don't know!
Anyway... for the last 3 days she's woken up with her eye swollen, to the point it's not opening fully. She's been having antihistamine as doc said to give her as it would help with the itching. The swelling does seem to go down over the day but then straight back up again when she wakes up. I rang the doctor yet again yesterday and she basically just said it's eczema.
I suppose my question is, has anyone had anything similar? Is the eczema or do I need to be pushing more. Something just makes me feel like it's not but I don't have a clue what it is. It's not in her eye at all just around it.

This was my son's eye with excema two years ago if you wish to compare to your daughters. He needed the steroid cream to sort this, it took a while to go.

Would it be plephoritis ( baby shampoo works fab on it)

It looks like eczema and yes it can be from allergies, your gp reaction is ridiculous as anti-histamine is sued to fight allergic reaction. Sometimes a little Vaseline helps with dryness. You could try changing washing powder as when I was young I had a terrible reaction to some brands.

@Gabby10 no problem, glad to have helped. I wasn't sure at first either with my son and I had it checked by a pharmacist and a GP. As I say steroid cream and barrier cream was the treatment and it took over 2wks to settle down.
