Runny Eye / blocked tear duct

11 month old always gets a runny eye especially after a cold. Is this a blocked tear duct and has anyone else had this? Am I right in thinking it might resolve by itself or if not there is a procedure if not fixed after 2?

My 2 dc had this with every cold until they were about two. Eventually their heads got big enough for it not to be a problem any more!
