Eczema or allergic reaction?

My 9 month old had eczema and allergies.

He seemed to have clear ISH skin this morning but then had a reaction to almond butter. Where he developed red spots bordering on hives which then subsided.

His allergy test was negative for almonds but anyway...

Does this look like an eczema flare up or allergic reaction?

He has been itchy and unsettled all morning but this is usual at the moment as we can't seem to get on top of either of the issues.

It's on both sides of his face with red eyes.

Allergy tests aren't valid if the patient hasn't been exposed to the allergen before so anything a child has never eaten before you have to be cautious as it's unlikely to show up on an allergy test yet.

This looks similar to the rash my DD got the first couple of times I gave her dairy which she was allergic to. It wasn't obvious hives on her.
