Recurring spots on DDs leg

She has already had one round of antibiotics and a month later the spots are back. Anyone had anything similar, why are they not going? Thanks

I've had similar in the past after visiting family member who's dog had fleas, I have reactions to flea bites like this and they looked very similar.
Hope they're not too painful for her.
