Help with strong hair gel

Hi my 23 month old baby girl has very short (we cut it short 3 months ago for a wedding) fine thin hair we are letting it grow but it looks so messy especially the front and she looks a mess at nursery. She refuses hair clips or hairbands I’ve used a gel called azeta bio but it only lasts for a hour max. Is there any strong toddler gels I can use especially for the front of her hair

Cut it in a fringe and leave it be would be the usual approach here.

I think with hair bands and bobbles it’s a matter of consistency. Keep putting them in until she is too bored to pull them out!

not sure about gels - I use a brush out hairspray for whisby bits because I don’t like washing her hair everyday. Good luck!
