Right to choose assessment for autism

GP and school are recommending referral for autism assessment for DD10. I understand that waiting lists are extremely long but have recently come across the Right To Choose Framework on MN.

Can i just ask how it works and if it means getting a potential diagnosis sooner or if it's too good to be true? 12 weeks seems pretty quick compared to the 2-3 years through the usual route! The website isn't very clear if it means an actual assessment for autism or just a stepping stone towards a full assessment? But
