Doss this look like eczema?

I've been to the drs a few times about my 2 year olds skin, it's always been quite blotchy and a little rash looking but been brushed off as it's not causing him discomfort.

Tonight this red blotchy patch came up on his arm. It wasn't after a bath or anything particular. Can anyone advise from their own experience if this looks like eczema?

He has no other symptoms/fever, I'll be taking him back to the drs tomorrow. The only other thing I thought it could be is an allergy....

It does look like my eczema but the main indicator for me is that it is really itchy.
Does he itch it a lot?
It could also be an allergic reaction to washing powder perhaps?

It looks like my DD's eczema that I cured with Calendula cream.

Have a read of this my daughter had it awhile ago. She would just come out in the rashes its called urticarial rash..
