HF&M? Any advice on rash?

Hello.
We’re currently in Spain on holiday and 2 days ago DD (15 months) had what I thought was conjunctivitis (but she tends to get gunky eyes when full of a snotty cold/cough). Yesterday she was drooling a lot and off her food and drink with rosey cheeks, then developed a temperature and I assumed it was either teething or part of the cold. Today however she has developed a rash on her inner elbows, around her lips and more have begun appearing on legs/behind knees.
Today I took her to a clinic and a Dr saw her who said she had no infection of ear or throat but the rash could be an infection incubating and we would have to wait and see. If she is still presenting the same then to take her to the emergency room after 72 hours for bloods.
However, I’ve since spent the afternoon googling and unsure if this is HF&M? But she does not have any obvious spots IN the mouth or on the soles of her feet at the moment.

Her torso is spot free but it is covered in several blotches of what appears to be eczema (she does have this mildly at home so could be a change in water etc) but not sure if it’s related as has appeared around the same time.

To add that she is drooling like mad and is very sad and clingy the majority of the time too 😔 sleeping horrendously but I’m keeping her dosed up on calpol/nurofen.

I wondered this and did ask the Doctor if he thought it could be but he said no…
