Is this a high arched palete?

Hard to say, looks quite arched to me but I’m not an expert.

High arched palate often goes hand in hand with tongue tie (posterior tt often, but can be anterior) so worth getting checked for that especially as you are having feeding difficulties. You need someone properly qualified to check for it.

No. That is definitely not a high arched palate.
Having looked at literally thousands of children's palates on a daily basis, over a 30y+ career, your baby's anatomy looks 'normal'.

@AcclimDD I don't suppose you'd be willing to give your opinion on my dd's palate please? She's 7 weeks old and we've also been having feeding issues. I hope you don't mind me asking
