Tantrums/development

Hi, so my son is almost 11 months old and still not crawling… I know that not all babies crawl and this in itself may not be an issue, but he is so frustrated/angry.
he will rarely sit and play with toys.. if he does, it’s for a minute or two at most.. then he’s arching his back and having what appears to be a tantrum unless someone holds his hands and walks him around… this seems to be ALL he wants to do.
i know that many are against baby walkers so please don’t judge me.. but we do have one, he is minimally happy whilst he’s in that.
he can take steps unaided and has done from early 10 months… but he has mostly put himself off, because he falls and can’t get up.
Ive had this hope that once he could crawl/be more independently mobile- he would be less frustrated/unhappy… but I can’t see him ever being able to crawl.
believe me, I’ve tried everything to help him and continue to do so.
I'm now wondering/worrying if there maybe something else going on… is he developmentally behind? I’ve asked the health visotor for a review, but there’s around a 2 or 3 month waiting list. I’m not sure if it’s worth speaking to a dr? I posted on a Facebook group and so many mums suggested it could be autism.. I’m not throwing any shade, if it is then we will do what we have to…
has anyone been in this situation? Thank you in advance and sorry if I’ve said anything to offend anyone, it’s not at all intentional.
