Viral sore throat or strep? Please help

DA has had a horrid cold for just over a week now, really congested, hacking wet phlegmy cough, with the odd occasions now and again saying his throat is sore.
I sent some photos to our gp as it looked like he had red spots on the tongue, and I was convened about strawberry tongue and he said because he was well in himself running around, no fever, no rash then it sounded viral and to see how he goes.
Tonight I noticed his tongue is a bit coated with white and still the red spots on the tongue but they aren't too prominent.
When he says his throat hurts it tends to be first thing in the morning and then he doesn't mention it again unless he has been coughing.
Should I be concerned about strep? I am so confused, and I keep telling myself that if he's got no rash he's fine but could it still be strep?

Not 100% but I don't think you usually get a cough with Strep
