Toddler rash

My 2 year old has come out in this rash absolutely fine in himself and no temperature but it's on his torso neck and face any idea what it could be?

Looks like hives. Have you used anything new on him or his clothes ?

Or are they blisters and it’s chicken pox ?

Chicken pox hadn't really crossed my mind only because he seems totally fine in himself and no temperature, is it possible for them to get chicken pox without being unwell? and no I haven't changed washing powder or anything like that he hasn't eaten anything out of the ordinary really have no idea what could have caused it
