Very dry skin?

My dd 6month is being treated for sore patches under her neck and backs of knees with a low dose steroid cream however she has now developed what looks like extremely dry skin over shoulders back and arms, it does appear different to what is already being treated

. I have been applying aveno and child's farm moisturiser which she hasn't had a reaction to before. Any advise on what else I could be using? Or what could be the cause. It even feels dry directly after cream application

I should add the picture are before any cream and although the cream takes the redness/dry skin away it's still doesn't feel soft
