Stop child climbing over stair gate

I live in a flat with a 9 month old, as you walk through my front door you go up a set of stairs then everything is on the upper level. The stairs are like hard concrete with carpet tile type things on. Im not allowed the change the carpet or anything on the stairs and should be moving over the next year or so. I've got a stair gate at the top of the stairs and he'll crawl over the the gate and stand up against it but when he goes on his top toes his head already goes above the gate. I'm so worried that it's not going to be long before he could potentially start climbing it. Realistically there's not going to be a time when he's not within my view so it's unlikely to happen. But then I keep telling myself what if he did, he'd be seriously injured falling down them stairs. I thought about a stair gate on top of the stair gate but the way my stairs are there's the wall on one side then on the other side the wooden wall/bannister thing isn't height enough to support another gate. I'll add pictures to show what I mean.

So I'm asking is there anything else you can buy to go above the stair gate or prevent him potentially falling? I even considered another stair gate a few steps down so if he did fall it wouldn't be far 🤦🏻‍♀️

I work in a nursery and the way we train kids not to go near the stairgate is by making the other places really interesting. Set up multiple play zones in the flat well away from the gate so he has so much fun he doesn’t even think of the gate. As he gates older also explain why the gate is dangerous (ie that he will get hurt) with strict timeouts if he goes there anyway & by 1-1.5 he will learn.

DS is nearly 2 now and shuts the gate if it’s open. He used to be a climber too at 9m

Get a dog gate - they can be twice the height. I think it'll be a while before a 9 month old starts climbing it though

We had a layout exactly like that. We got a retractable gate made out of material rather than metal and he didn't have anything to climb onto.

Extra tall dog gate from Amazon and put it slightly off the ground- obviously not enough for them to climb under it!
