Impacted Canine/Canine Substitution

Can anyone offer some advice please. My daughter has an impacted canine which has resorbed the root of her lateral incisor, sadly 80% of its root has now gone so unlikely to survive.

Options I have been given from orthodontist is to remove two baby teeth still present and see if canine will come down without help.
Then close the gap with braces and do a canine substitution so canine is moved into the position of the lateral incisor.

Other option given is to keep space open and have a bridge until she’s old enough to have an implant. Feel so torn, my dentist feels canine substitution better than implant but I’m not so sure. Anyone got any experience of similar.
