Eczema and puberty

My DS age 13 has had eczema since he was about 4 years old, it has flared up on and off over the years but has on the whole been manageable. He started puberty about a year or so ago, and since this time his eczema has been totally out of control and nothing at all that we try seems to help. It's over his whole body. We haven't made any drastic changes to diet and we have always used sensitive laundry products. He applies cetraben cream x3 a day. He uses steroids for very sore areas (they vary depending what GP prescribes). He uses blue lid aveeno shower gel and shampoo, he only showers a couple of times a week because the water dries his skin even more. I'm wondering if it could be hormone related? Has anyone experienced this? GP being largely unhelpful at the moment. Will not see him in person to assess the extent of it. Keep telling him to carry on with the emollient and steroids. Any suggestions would be greatly received.
