Rash pics 4 year old

My 4 year old daughter has had this patch on her foot for months now. It's slightly itchy but not much.
We've tried moisturiser, anti fungal and a steroid cream. None of which really help.
Anyone have any ideas?
She isn't an 'atopic' kid (brother is- eczema, allergies etc).
It's the same if she wears shoes or doesn't. Nothing has changed.

My mum has something like this but on the top of her foot it comes and goes all the time and doctors don't really know what it is. She has tried all sorts but the only thing that really works for her is clobetasone cream that one doctor prescribed. Sorry if this is not really helpful.
