Toddler scratching for comfort?

My toddler constantly scratches herself and me. It starts when I pick her up in the morning she immediately grabs my arm and scratches me/pinches me. Whenever she has her clothes off she scratches her arms and legs. And this is particularly bad at bedtime she grabs my neck, face and arms. She has always done this since being a newborn. She did have some eczema as a baby but this has long gone so I think the scratching is psychological? Why is she constantly clawing at me? How can I help her stop? I've tried giving her a toy or my t shirt etc but that's immediately thrown away.

My son had bad eczema as a baby that is now under control, with few flares. But he still scratches whenever he stressed. I think it does become a learned habit. I just try and gently get him to stop
