Any idea what this could be? Hay fever/asthma?

Hi all

DS 6 on Wednesday started doing a heavy breathing roughly every 30 seconds, breathing otherwise is normal but every 30 seconds it’s like he has to breathe a bit harder. doctors prescribed a blue inhaler, no history of asthma etc. Blue inhaler hasn’t done anything, no worse and no better. No wheezing on chest, no cough etc, he has had a coronavirus test which has come back negative.
Spoke to another doctor who said possibly hay fever, give piriton which does seem to reduce this but after maybe 2-3 hours it’s back again.
Child absolutly fine, running round playing with siblings as normal, eating/drinking no temperature etc. I’m absolutely stumped. Does this sound like typical hay fever? My mum does get hay fever and says it does affect her chest.

I don’t have hay fever/asthma so I have no idea.
