Toddler rash: Heat? Eczema? Something else?

Hi,

My 2 year old has had a couple of rashy areas for the last week that show no sign of clearing or improving. Rash is dry, red and raised; it's under one armpit and down his side, and at the top of the thigh. It looks like eczema maybe, but he's never had eczema before, neither his father or I have it, and he doesn't have allergies that we know of. I've been putting sudocrem on it. He doesn't seem bothered by it, although doesn't like me putting cream on (not sure if that's just because he's a wriggly toddler though). I know I used to get heat rash quite a bit as a child but this doesn't look like pictures of this. Any ideas or suggestions to help it clear? Redder than looks in pics.
