12 week old blotchy neck

My 12 week old baby has got red blotchy skin under her neck and in patches around her neck and back. Gps keep mentioning eczema and creams are not helping even tried fungal cream, it did clear up for a few days then when it went hot it has came back again does anyone know what this could be? I hate using all these creams and steroids on her when they dont seem to be working at all. It seems to be underneath the skin

Could it be milk rash? Are you wiping away milk as soon as touches skin? Drool rash? My baby is 17 weeks old and he drools so bad and gets terrible rashs. He constantly wears bibs which help. I bought some aveeno daily care cream which is also good for eczema, put a think layer on then seal it with a thin layer of vaseline. Clears up in a day or two x
