Are these verucas?

Noticed these on my 3 year old a few days ago - any thoughts on whether they're verucas or something else?!
They're not bothering him at all.

Start of hand foot and mouth maybe. Have they recently appeared?

Actually it was probably a week ago thinking about it but they were definitely smaller.
We did go swimming a few days before lock down.
He hasn't been out anywhere since (two weeks)!

They look more like spots or blisters than verrucas
