How do I know if its covid-19 or wheeze attack?

4 year old was hospitalised twice last year with wheeze attack and put on inhaler. It happened again now she had a runny nose then got cough and is a bit out of breath. She is playing still coughing all the time though and heavy breathing. I've given her some of her inhaler but not sure how much is left. How do you know the difference? Also if I had to take her to hospital I have another child and last time they refused to let her stay but surely they can't do this time? It's got me worried because obviously if it's covid-19 I can't send my other daughter to someone else's house incase she has it too.
