Baby won't stop scratching

Hi,
My ds is 12 months and has always been itchy around the neck area, however I thought it was because he has quite long hair that was maybe tickling him. Over the last couple of months I noticed that the itching around the neck has stopped and he was having a good old scratch of his tummy every time I'd change his nappy or get him dressed/undressed. This has now moved onto him trying to scratch his thighs/bum cheeks every time I'm trying to change his nappy. He goes to do it straight away as soon as the nappy/clothes come off and gets really upset when I try to stop him. He doesn't stop until he is clothed again. The only time he doesn't do it is when he's in the bath and he never scratches these areas when he has clothes on! Also, there is never a rash in these areas and the skin doesn't feel dry or anything.
I'm just wondering if anyone else has experienced this and if it's something I should worry about or go to the doctor for?
I tried changing washing powder to see if it made any difference but as he doesn't itch when he has clothes on I don't think it's anything to do with that?

Have you tried putting some of your milk on the areas he is scratching?

@susan2020 no I hadn't thought of that! Thank you, that's a really good idea and definitely worth a try!
