Is this eczema?

Stupid question. My son has already been diagnosed with eczema from the GP. He gets lots of harsh red skin in areas like behind the knees and various bits on arms chest.

So I know what eczema is from seeing hearing about the red sore bits. But what about the bits that arnt sore. My sons Whole chest and back is dry as hell and looks like he's got constant goosebumps that never go away. It feels like sandpaper without any cream.

Is this eczema?

Could it be keratosis pilaris? I get it on my legs it's a build up of keratin in the hair follicles gives you that bumpy 'chicken skin' look
