Does this look like hand foot and mouth?

My ds has this rash, mainly around his mouth, slightly on his nose and around his eyes too. He also has a few odd spots on his arms and legs around 5 in total. Does this look like hand foot & mouth?

My 2 year old DS had this on and off for aroundd 6 months - doc said it wasnt HFM and to just let it go , he gave me a mild cream , and it went . Never knew what it was. Does he have any other symptoms?
