Eczema / Rash on toddler's face for third month

My son turned 3 in December and since the end of October he has had a terrible rash on his face, on both cheeks, sometimes going up to around his eyes.

It started around the time he had a bad cold, so we assumed it was that. Tried various creams recommended at the pharmacy, then went to the doctor and was given a steroid/fungal cream.

We've been using it twice a day as recommended, and sometimes it really works and seems to fully clear up. Then other days, it's back with a vengeance.

I know he can't be on steroid cream for too long, so I'm really trying to understand what is causing this. Could it be a food allergy? (I have a long list of those myself). A vitamin deficiency? Another skin condition?

We are going back to the doctor next week but I just wondered if anyone else had had a toddler with the same sort of thing!

Thanks so much.
