Brushing toddler teeth

My DS is 21 months and has never liked having his teeth brushed. I've had to pin him down or it takes ages and is just as upsetting. I checked with my dentist and he said I was doing the right thing. Does anyone know why kids' oscillating brushes are age 3+? Or would it be bad to use an adult electric toothbrush on him? He loves my brush and has an electric one which is suitable for babies but it just vibrates, rather than oscillating.

I've read a couple of things:
Risk of the battery falling out and leading to choking
Not teaching proper brushing techniques for when they are older or if they ever use a manual brush.
