What would cause this? Pic included

A few months ago my DD2 (2) had a strange mark on her shoulder, it almost looked like an old scar, not rough or bumpy just a slightly different colour to the rest of her skin.

Anyway tonight, I have noticed it’s blistered. There’s actually 2 small blisters on it.

Any idea what it could be? She had the mark for maybe 5 months so what would have caused it to Blister now? It doesn’t seem to be bothering her.

What would cause this? Pic included

@Midsummer2019 would it appear after a few months? Or maybe it's just co incidence it's in the same place as the mark that was there previously?

Hi, my DD had them for a good 18 months. They started as little marks and developed into blisterlike spots, almost with a little dome with a dip in the middle. They did go eventually.
