Why does my baby make this noise?

So, my 4 month old daughter has occasional noisy breathing. This has been happening daily for weeks now. It sounds like phlegm sitting in the back of her throat (or something like that).
It's only when she's awake and worse when she's playing. It doesn't matter where we are or what position she is in. She NEVER makes a noise like this when feeding or sleeping. And she never appears uncomfortable. Sometimes she'll give a wee cough, but she's not coughing constantly or bringing anything up.
She's currently teething, and has been showing mild signs of teething for a few weeks now, but only the major signs (hand in mouth/discomfort) for a few days.

The HV says it could be chesty, however 2 separate GPs have heard it and said her chest is clear. However they've only heard it on recording as she never does it in the surgery. I've listened to wheezing in babies and it's nothing like that. It's very low and sounds a bit like she's congested (even though she's not).

Just as a bit of a backstory she is otherwise healthy and EBF. When she was around 6 weeks old she went through a phase of having VERY runny poo 5-6 times a day, so they wondered about milk intolerance. We are still waiting on our referral to come through but that all resolved after a few weeks when I reduced my dairy intake.
Also, she had a slight pinprick-type rash on her chest a few weeks ago, but that also caused her no problems and seems to have disappeared now we stopped using certain products.

We have dogs and I'm so careful with hair and things, but it doesn't seem to matter where we are (and, like I said, if she's resting she doesn't make a sound, so I would think with dog hair it would be constant if she's near them).

Does anyone have any idea? I would happily post a video of the sound but I don't seem to be able to.

Yeah I was literally halfway through reading and I thought intolerance. My DD was the same. Wheezing or like something was coming up and sometimes with a dry cough. Poos were awful and smelt off along with various other things. We were prescribed milk from GP and had a noticable difference about 6 weeks in.

Hope your referral comes quick.

Mines also had pinprick bumps and ezcema. Much better now. Weaning is bringing it's own joys though 😂😂
