Is this a teething rash? 13m old

I have NC because his red birth mark would be outing if anyone i know saw this!

He had the start of the rash about a month ago maybe. He's had his jabs while the rash was there and they didn't mention it (i forgot to ask).

It doesn't seem to be bothering him. What could i put on it?

Lanolin cream for nipples is great on teething rashes because it doesn't matter if they lick it etc (breastfeeding mum's use it for cracked nipples) and it forms a protective barrier against saliva which is pretty much the cause of the rash - drooling and moisture.
