Terrible face eczema in toddler

Hello,

DS (nearly 2) has a terrible eczema like rash on the backs of his knees, elbows and around his mouth. He's had this for past few months with nothing shifting it.

I'm not even sure if it is eczema as it looks like blisters to me and not the typical eczema rash I've seen in other family members.

Is there anything we can do to help clear his skin? It's just looks so sore. Been to the Drs a couple of times now and they just keep telling us to use eczema creams and lotions.

Could it be an allergy, either to a food or skin product?

He did used to have a fish allergy. He carried an epipen for it but miraculously he overcame it a couple months back when we had our review!

So could he have developed a new one on the mean time?
